Yes, of course it is the overcoat style. Beside the fact, that overcoat EM tabs of the HG Division are very rare, what I found interesting is the point that the NCO tresse do not go full length on the lower and the outer side. Sorry that I was not exact enough in my answer.

Appreciate the additional comments guys. Makes you wonder why they didn't go all the way up, as it appears the gull placement was afterwards.
I have not seen this before, unless someone has an example of such.
