does anyone know if those are really anti Tank German 8.8 shells?
Monument of the Sprengplatz Marktbergel.

Could be but difficult to say without some dimensions. From far all shells look the same. Balistic caps have been pulled off...

What's the article about? How to dispose found ammo?

This is an article about pyrotechnical cleaning of MUNNA Marktbergel (ammunition warehouses+blasting sites ) and its surroundings.
Memorial is made of 8,8cm Pzgr.(Pzgr.39 or 39/43) without ballistic and penetrating caps.
