what is this....tool for the Springmine???

What is this Thing here....somebody told me it is a tool for a Springmine, but I have not found anything on the net. There is some sort of scale on the side of the disc. Any ideas and pics of what it is?

It is a sight for MG15 in ground use. There are several models of sights for MG15.
