If it is it is a violation of federal law.

You should ask the seller for more photos , specially the end of the brass tip.

first i have to admit that it is a put together piece, the wings are not matching to the fuze....wings are rusty and crusty...the rest is in mint condition....second... the fuze is empty because you can see the little wire from the igniter....

Well the guy is in Poland, so I doubt it is a violation of federal law...but if it was live, it would be violation of Polish law, at least, and mail policies also. Thankfully seems deactivated.

At least there is no detonator attached which would be far more hazardous. I don't understand oberjaeger's comment about how the wire showing proves that it's empty. That simply is not true. Even a live B.Z.E. 39 will show that bit of wire with the loop at the top. That's how the cord is attached. I will agree that it appears that the wing nut has been replaced that still is not proof that the fuse is not live. The wing nut can be changed out without pulling/activating the fuse.

About 10 years ago my friend bought a French WWI grenade on Ebay from a US seller. He got it USPS and it was 100% live. He took it apart and got the explosive out but this does happen.

                        1. It is not live, as Oberjaeger has pointed out.
                        2. It is not a Brennzünder 39 für Eierhandgranate (head would have been blue and the time-pellet would have been visible)
                        3. It is a Zündschnür Anzünder 39 (with a rusty wing added from a B.Z.E.39). It contains no explosives, no detonator, no time pellet etc. It is just a "automatic matchstick". Pulling the wire will result in a flame. This flame would normally be used to ignite a fuse that would be held by the brass-colored adapter.

Now I understand what you are saying... that part in English would be known as a cap or cover but not a wire.

Indeed, now I see it too. So the cap is green? On my monitor it appears almost a dark blue. I had never seen one of those brass caps on the bottom before. Looks like a very nice example.

The cap is Dunkelgrau (dark grey). That is "instant, no time delay". It is a combination of two different fuzes.

                              Se picture below.
Different versions of the Brennzünder. Red head (Rotkopf) has a 1 second delay, mostly used in boxes of colored smoke and message boxes dropped from aircraft. Gray head (Graukopf) was instant, used for demolition work, booby traps and ignition of black powder fuses. Blue head (Blaukopf) had a 4.5 second delay, used in different types of handgrenades.
