I think it's a detonator housing, for british seamines, you will find something similar in Mk XIV mines, maybe others as well.

I think Norway used the Mk XIV post war, so maybe you can find more info in Norwegian manuals.
Unfortunately i have very few Norwegian manuals, so can't help you there.
