III. 1945 is probably the expiration date, I have seen similar cartridges dated 1946! Interesting though it seems the shell is made of laquered steel? Usually they are made from light alloy.

Some late war cases were made of lacquered steel too, I have found some of them ground dug.
Interesting marking with four letters: never seen before!
