Yes,it is Finnish casing.Markings are finnish.Casing is in amazing shape! It is originally wartime german casing which is reworked to Finnish postwar usage.
For example marking: tkrv
Means it was loaded for TNT filled HE round.
RTA means Rannikko Tykistö Ammus -> Coastal Artillery Round (Wartime flaks were used as an coastal defence guns up to 1990´s).This casing is dated 1999,which is weird to me as Finnish army did not use this gun type that late anymore.
I am not sure how it is recoated.It looks more like laquering or something like that.Price for such condition casing is around 50-80euros.Shell base shows original color.
