Looks like an original specimen (in brass right?) of a well known/often seen variant but the hardware is very different from what you normally see on these summer uniform eagles & I have never seen this hardware set up other than on cloth mounted metal breast eagles which are usually made of aluminum. This type usually has a hinge /pin and catch set up with a lower clasp like yours but yours has 3 clasps (no pin) and yet they all look correct...

Thanks Soren, thats what I figured: these are usually in gilded brass...
Here is one of the same design from my archives with typical pin-back hardware for this type. Yours is an anomaly but its using what look like 3 correct lower clasps instead of the pin set up. No idea why they did that
