Even the original 650 seems a very solid price. Is it definitely real? Any thoughts what type of boat it's off?

Yes it's real, comes from a serious collector in Germany.

Indeed, the value is 650 euro only especially because the tag on it is unreadable. Now the WAF seller has become a bid of 1000 which is overpriced. The engine telegraph is more sought after and get's into this higher range of prices.
