Wait for other opinions to be sure but to me they look like original zink naval hangers. However these were available in gold for regular KM and in silver for Beamte (KM admin). Its not unusal for zink badges/pieces to "absorb" the finish but in this particular case the 2 lion fittings and the chain are completely silver from what I can see but the clips & other gismos are gold...
Not sure if this is an original set with "selective gold colour absorbtion" or a parts made up set where some admin (silver) components were used but there are better ones out there...

I noticed the same thing but thought it might be the other way round, ie. it being a silver set with the brass parts having lost their silver finish.
In itself, to me it appears an original set and I do not see any immediate evidence of any tampering with it.
