I believe this is a pre-war private purchase tellermutze from its label Fritz Winke Wilhelmshaven with Friedrich Ihn tally (Z14).

I believe you have a good tellermütze and a period Ihn Mützenband. The bands are easily exchanged out so unknown if this was swapped out unless there is a sailor name inside that we can identify as being on the Ihn.
