Kriegsmarine Anchor Arm Patch, Gold Thread.

Hi,
Can anyone out there please tell me a little about this Kriegsmarine patch. I believe it is a Boatswain NCO Sleeve Patch (Petty Officer?). Is that correct. It is not the usual cotton thread sewn design.....it is gold thread.
Can anyone tell me what I might value it to sell?

i think it could be 3 options which are; Sonderfuhrer collar insignia, made for wartime official without military training, or boatswain career which is also possible,.... the measurements could be helpful
