    KM officers breast eagle....or.....?

    Total width 110 mm.
I think gold washed zinc sewn on a blue wool backing.

Anyone seen anything similar like this?

    Yes Schömbeck, its good

There was a recent thread dicsussing the same eagle but I cant locate it unfortunately...

In a nutshell: one of 3 (that I know) variants of cloth mounted metal eagles similar to summer eagles but intended to be sewn to the uniform. All the ones I have seen so far are navy (gold on KM cloth backing) and made of aluminum. In your case the clips on the back were broken and the eagle was sewn to the backing. Not sure what the intended purpose was but IMO it might have been an attempt/test to replace bullion eagles (under special conditions?) that became obsolete when cellon became popular so not very frequent. There is also KM cap insignia made that way (with simulated embroidery design)

Hope this helps a bit but wait for other opinions
