Help with photo

Hi, This photo may not be KM related at all but I thought here would be a good place to get some feedback on it.

The buttons have anchors on them, His cap has an anchor with looks like a flag inside the wreath. He wears a fouled anchor lapel badge with an oval badge that has no details. On his sleeve he wears a WH Funkmeister career badge.

Merchant Marine perhaps?

Any comments appreciated.

Thanks for your input. I think so too. It's the army Funkmeister patch that I find interesting. I would have thought that he would have received a WM one, But then I don't know the uniform regulations for Merchant Marine. Did each shipping line have their own regulations?
