Coastal Artillery Hat Patch ?

I have been looking at this patch for a while now and am thinking that this is a coastal artillery hat patch. It very dark almost black but in the sunlight it looks like a very dark green color. It's very well worn and dirty which always catches my eye. Any help would be greatly appreciated.

Is this French made ? There is one on Collectors Guild that is a spitting image of the one I posted.
