Is this an Administration Officer's Schiffchen?

Good day folks

I asked about this Schiffchen on the headgear forum and it was suggested it may be for an Admin officer with the piping toned down to a gold colour. Could it be that someone became an admin officer and just changed the eagle?

Or am I barking up the wrong tree totally?
