Its a Identity tag used to gain entrance to a secured facility, in this case probably Kriegsmarine. It appears to be original, however, some of the plastic inside covering is missing. These are not rare but this one has the added security tag plug.

Nice KM id to enter the KM facility, not so common as the arsenal had not much staff working there like the Shipyards.
Came this as a group? If yes, even better.
