strange eagle

Hello,
your opinions, please, on this bullion eagle.Very weird swastika...
Seems on the picture that eagle is not embedded in the cloth (1937 Affenjacke) but it is and is not sewn trough the liner.

One side is a bit loose, backing can be seen a bit.
