Unknown Naval Uniform, Possibly KM or Dutch?

Can anyone shed some light on this uniform? First things first, I didnt take these pictures, they were sent to me so I am not responsible for the photo quality
Buttons seem to be made by Assman but the coat is made in Rotterdam. Can anyone shed some light as to if this uniform is period or not and or exactly what rank / position in the KM it is if so?

I have no real proof but I would say prewar Dutch. Not sure if its Navy or "Merchant Navy", but more likely the latter...as the collar/lapel areas have no "Anchor" embroidery... and the buttons lack the Dutch royal crown for it to be military...
Using German Assman marked (generic) Anchor buttons would be acceptable. Those were imported by tailors from Germany! Dutch Navy buttons always have a crown! (See image)
Regarding the tailor tag, this might be a clue to date it.
As you know Rotterdam was heavily bombed in 1940 and the address in the tailor tag is in current times a modern (post war) building, perhaps destroyed? So the tailor went out of business at that address in May 1940??? This is a hunch. The current building at that location was not built until 1996...now housing an accounting company...
Also note that the tailor has a Jewish name; Josef Cohen & Zoon (Joseph Cohen and Son) so that also might conflict with a possible German KM client...For it to be proper KM instead of the sleeve propeller rating, the insignia would be a star (for sea going personnel) and of course the uniform would have had a German breast eagle. I assume no traces of an eagle visible...
I'll dig some more but I have a Dutch WW2 reefer (tailored in Australia for exiled forces) and it is different, has embroidery on the collar...so I am leaning towards (pre war) Merchant Navy. So no dates or names visible on the tailor tag?

We can exclude Dutch Navy for sure. Definitely Dutch made and Merchant Marine related.
I believe now that it is certainly Dutch Merchant Marine. This based on the propeller sleeve insignia ! Pre war made?
This image shows (I assume) a more modern version...Note similar propellers but embroidered on the collar!
