I am sorry I got it both wrong and I believe right. This type of insignia did exist for Pilot's commander Marinelosenkommandeur, was always a former active line officer who had been transferred to official status. In 1938 these officers where transferred back to active service officers.

However I DO believe that these insignia are reproductions there is something quite not right about these, especially in the body of the eagle and the top of the anchors, and considering that these are supposed to be a matched pair then on one of the eagles the head should be facing left, as these where for left and right sleaves. I just don't get a good feeling about these.
