Bonjour François,

No idea either but seems related to ships somehow. Looking at the picture (right side up) the eagle looks Heer/KM second pattern but the wreath looks like an elongated cap metal wreath similar to the attached one (but not identical, mine is for forestry) which appears to be superimposed over a normal cloth KM wreath (you can see the 2 layers and where the KM one extends above and below the metal one)

Could it be crew on a VIP or State (similarity to Diplomatic corps wreath) private yatch ? Commercial ship line?
