Strange SS Soft Cap. Help Please!!

Guys,
Caps are not my thing but I`ve been offered this along with several other visor caps(not SS) which I am familiar with. I`ve never seen anything like this before. These are the only pics I have. Is this anything and if so, what? Thanks for any help.

fake skull and the cloth visor cover looks like kriegsmarine and has absoltely nothing to do with SS whatsoever
