This ship was sunk and in 1942 raised and scrapped so there was no postwar Kreuzer Königsberg.

It was launched in 1927 and I am not familiar with pre-war tallies though to me this doesn't look like a good one.

Go one up on the page and there is a whole series of Cap Tallies shown. This looks like a Reichsmarine Cap Tally. Quick reference on a Kriegsmarine version can be ssen in the middle with a Reichmarine Linenschiff Holstein above it.

It is a patriotic children's cap tally. Common in the 1930's and that is the period to which it dates IMO.

I was also thinking the same after googling a bit. The letters are a bit smaller than the normal letters of the Kriegsmarine.
