KM uniform?

Guess is, that it might be a KM uniform?

Can any one tell what kind of soldier at the Photo?

He is wearing the KM Field Gray tunic and hat. The shoulder strap is a little hard to make out. Could be for Coast artillery or a sailor assigned to one of the Schiffstammabteilungs. Could be crossed anchors which would denote that assignment.

To me it looks like 2 crossed anchors. Why would a sailor wear fieldgrey uniform?
