It looks like a compass that would be used to plot a course on a map, but I don't have any idea about originality or value. Sorry.

Hi,

I do not think its for plot charts.
In german words it is a Anreisszirkel, used in mechanical workshops to mark on metal, leather, wood etc. conturs before cutting it out, welding it etc.
