is this Officer wearing a KM uniform?

Hello all,

I had heard he may be a Kriegsmarine Engineer, is this possible? To me, this looks like a Heer uniform.

Very well could be as the Fortress Construction Officials wore the Army uniform but had a Gothic MV (Marineverwaltung) on their shoulder boards, which I couldn't discern from the picture (nor the badge to the left of the Minesweeper badge.).
