Shoulder boards question

I have a question for KM fans. Some reefers have boards, some are without. Any iron rule or it's just fashion? Thanks for info.

Hello, in your picture the two men wearing shoulder boards are NCO, and those wore always shoulkder boards with the rank and career devices. Officers were only authorized to wear shoulder boards in occupied countries.
