Half-sized KM buckle .. ?!

Could anyone tell me what kind of buckle this is .. ?
Made of goldplated zinc , it is only 4 cm. high ( would fit a 3.5 cm. belt ) .
My first thought was Imperial , but it is obviously lacking a crown .
Why so small .. ?
All opinions welcome .. !

I forgot that the KM dagger comes not only with hangers , but with its own ( indeed narrow ) belt ;

Assuming it was always worn underneath the tunic , is it possible to find a period picture of that small sized beltbuckle .. ? ;

It wasn't always worn under the tunic.
Here is a photo from Internet, showing a NCO (based on the shoulder boards) wearing this belt.
Btw. the name of the belt is "undress belt".
There were gold version for naval personnel and silver for administrative.
