Frock coat question

Hi,
I have a question regarding frock coats.
Per Schlicht/Angolia, frock coats were replaced by jackets (reefer) towards end of 1939 for all occasions and new coats were not allowed to tailor.
But there are frock coats tailored before this date but upgraded with the ranks reached during 1939-1945.
Any ideas on what occasions the frock coats were still used during 1939-45 ?

I thought that those coats were further used after 1939 as if not if would not had made sense to had upgraded them.
So Schlicht/Angolia is not fully corect as the book states "the jacket replaced the frock coat at all occasions"
