Would someone please tell me what the designation/rank indicated on this name tag is/means.

It's in a KM Administration Officers overcoat and I don't know jack when it comes to KM Naval rank.

Could be an Administrative Official with rank of Kapitanleutnant and title of Regierunsoberinspektor

Hi,
his title is Regierungsinspektor-Anwaerter, which is an Inspektor (administrative rank) during his education/probation time. After finishing the necessary schools and exams, he will become an Inspektor which is equivalent to a Leutnant.
