Eichenlaub Kriegsmarine?

I found this gold bullion eichenlaub with cocade. Which Looks like Kriegsmarine, but i'm not sure because it has a more flatter oval shape the other ones that I have in my collection.
The backing is strong paper based on with cloth.

not KM, but looks similar to an old Belgian navy type!

Belgian? that is what the seller said, I thought he was wrong oops.
But the cocade looks very german to me, did belgians wear these too?
