Help Identifying Cap Cockade - Kriegsmarine?

Gentlemen.

I wonder if anyone can identify this Cockade for me?

It measures 57mm x 43mm (2 ¼” x 1 ¾”) and appears to be an item submitted for approval. The card is dated 28.2.39.

The backing may either be black or dark blue. The initials on the seal appear to be TS or perhaps ST.
