      The photo was surely taken in Tromsö, and regarding your question he might be one of these:

      August 1940 Vizeadmiral Otto Schenk
      August 1941 Konteradmiral Krastel (i.V.)
      September 1942 Vizeadmiral Heinz Nordmann
      Januar 1945 Vizeadmiral Machens

            IMO clearly he is Vizeadmiral Nordmann. Very nice set of photos
