Strange sidecap. KM?

I am looking at this cap and aside of many differences from usually seen KM sidecaps, it still has some details which make me wonder.

The cap is more black than dark blue.

There are holes on each side (for some kind of a chin strap?) under the lapels.

What do you think? It's for sure, not textbook piece, but I am looking all around and cannot find similar cap of another navy.

I m thinking post war German..also reason lining markings stripped out..not a material you d normally encounter during WW2...Billbert

Probably early West German police and lining removed to hide true identity...
This explains also why there is hardly any room for an eagle (for it to be KM admin)
