KM CA or General?

Hi guys, is this a KM CA or a Heer General? These are the only photos I have for the moment. I posted this in the Heer forum, but didn't get any responses, and I also thought that the guys in KM would know the subtlties of these eagles a little better. It certainly looks like "bottle green" to me rather than navy backing, but were green backed eagles worn by KM as well?

Looks like a real nice Coastal Artillery Officer. General's could afford better with highlights of either cellon or finer gold bullion.
