Yes these are news/information/intelligence tallies. I have a few and they are radio stations. I'm not sure about this one, it doesn't come up on the list so even rarer I think. One also came up for cuxhaven too and that was also not on the list. There was one on eBay.de recently that didn't come up on the list either - warnemünde.
So interesting to see this tally. Thanks for sharing.
Marinenachrichtenstelle was a more modern designation for the former Marinesignalstellen.
In english: naval communication station or naval signal station
There was no use for intelligence service or any other secret affairs, just small landbased units on the coast with a signal-mast and a wireless radio transmitter. They organized the communication between ship-shore with signal flags or wireless by morse code. No radar, no observation equipment.
Still you can visit these in Wilhelmshaven, Arkona and other places, nice red-brick builded houses on the coast for one or two dozend signal-trained sailors.
