i got this two items from an old lady. she toled the rope-ledder was drom the Kriegsmarine.

Does anyone know where it was originally used?

Doubt if she would make the story up. In any case, it is called a Jacob's ladder in English (nautical).

It is used to get a pilot aboard among other things, but that is the most common, or to get into a ship's small boat already in the water.
