Does anyone know what this could be?
The story is that it's coming form a ship, but I have never seen something like it.

The wreath, though, looks nice.

Haven't seen anything like it.
Looking at it, and this is just my best speculative guess: I thought of the Anti-aircraft or Hydrophone rating badge. Maybe something that could have been in a training school?
