    Yes, French cuffs, that's the phrase.

    It can be so, of course, but we don't often see such improvisations, especially not on the big ships where everything was per regulations.
    And this isn't some light, not-visible alteration but adding the tresse, which were (not in this shape or width, but...) reserved only for officers...

    I doubt they would allow that to be worn. Or the owner was some kind of special, experienced sailor who was highly respected so could allow himself such alteration. Who knows

      I found one photo here on forum where we can see pea jacket with some kind of French cuffs (not clearly visible, but not similar as mine). It's French made jacket.
