Unknown Boards are they Wartime?

Just wondered if anyone has seen shoulder boards like these and are they pre,wartime or post war ? They seem to have a black backing.

Nice KM Admin. LW has a dark green base layer, with a colored center layer. Also, the top braid is bluish gray in color.
