Naval Aviator Insignia

What is this? I am talking about a badge that I keep coming across that I am not familiar with. It consists of crossed anchors with wings to each side and above the anchors is a swastika.

I have seen it described as a "Naval Aviators Badge" as well as a "Luftwaffe Maritime Personnel Air Sea Rescue cap badge". But I have never seen one on any naval or luftwaffe uniform or cap.

Can someone please educate me as to what this badge was for and what branch of service wore it or if it is even a military badge?

Leroy and Ron, thank you both very much. It sounds like this was not a KM organization but rather a Luftwaffe manned by civilian contractors. Very nice information.
