Good armband? For what?

Since this is a white background on what looks like a white breast eagle, I thought it might be related to the Kriegsmarine.
Any idea of what it is or did someone just get creative with a white armband & some blue bordering??

This is not the Naval Version, but the factory defense administrator/coordinator Looks good, especially if it is in several pieces.

Below is the Naval Version. They are sometimes referred to as Officer Candidate Armbands, but have notheing to do with that.

That one is a naval Luftschutzdienst detachment armband, used by the air protection leader for the passive defence against ebnemy air attacks in a naval distric.

Kriegsmarine armband identification

First picture with the eagle is Kriegsmarine Air Protection Leader (Luftschutzleiter der Marine)
Second picture with the anchor is Kriegsmarine Ship Damage Service (Havariedienst)
