Navy eagle or something else?

The scan makes this look like a panzer breast eagle (white on black) but in natural light the background is a dark midnight blue. Is this a navy eagle? Why isn't the eagle yellow? Some other organization?

If White on Blue it is supposed to be an eagle for naval admin. If white on Black it is supposed to be a panzer eagle. No matter what is is suppossed to be , it is a reproduction!!
Look at the small feathers on the inner wing. There are only 2 and a half lines seperating them . There should be 4 full lines. This is the "Tell" on this reproduction eagle. Another tell is the small size of the base material.

The eagle in question is a well known reproduction. Where there are four inner wing feathers on both wings there should be five. Another indication is the broken line in the eagle's left wing.
