What exactly does a boatswain(star on upper left arm).

I have a jacket of an obergefreiter (two chevrons with a star over) which I presume means boatswain.

Would the tasks of that person vary depending on what kind of ship he's stationed on?

Yes, a boatswain is a very verstile rating in all navies. He would not be in engineering or cooking or electronics. He could be on the bridge operating the vessel or gunnery or deck.
