The back looks like some sort of oil cloth, not sure? dont feel like paper. It does have a cardboard template underneath the bullion.

For what it's worth, the construction is very similar to the Sedlatzek post-war catalog version as discussed here: http://dev.wehrmacht-awards.com/foru....php?p=5981134
Here's a comparison to a similar construction bullion repro posted by emtec104 in that thread. Different backing but seems to have used the same template.

Here's the same type in nice clean silver bullion, clearly the same construction but Level 4 (for sale on the internet for 45 Euro). Pretty well clinches that it's a reproduction.
