Schiffsstammabteilung uniformpiece question

As a collector of the 14. Schiffsstammabteilung, I come across a lot of photos with this specific uniformpiece. All the rekruts on the photo wear it, the staff isn't. What is it? And does anyone ownes a piece?

For a rekrut display I like to add one to my collection, but can't find it in any referencebook!

Thay are wearing protective shooting vest used on the firing range to keep thier uniforms clean. I believe they are shown in John Angolia's "Kriegsmarine Uniforms and Traditions" Volume 3.
