Hi Spencer,
I believe what you have is a post-war DDR shooting lanyard with an original TR period level 4 award shield applied to it. The TR period lanyards have 14 knots in the braid whereas yours has 23. I would post the award document both here and in the documents forum for an opinion.

Thank you for your counsel - I can easily return the document and the lanyard -I have not yet paid for them - the seller wanted $500 for both.

Yikes. Here's a DDR NVA Volksmarine lanyard like that for sale on ebay.de

They sell for less than 10 Euro!
Mind you the document and the shield are worth something but I'd guess less than 100.
