at a quess i would say american anti submarine aircrew item. my thoughts only. based on colours used , sky line and similar effect to a depth charge dropped from a plane

No bad idea at all , Chris. Because the high vieuw angle it could be a ring of an aircraft torpedo bomber.

not American....

in my opinion but without question anti submarine. The enamel work looks European to me.... the insignia appears to be post war.... a hard call on this one.
