Opinions on shoulder boards

Good day, Gentlemen.
I'd like to ask for your opinions on these boards. As for me, they're ok, but I really doubt of the cyphers. I bet it's not coastal artillery or smth.

Never seen before ...Something from another country used on original boards ?
Who made that ? period or for the collector's market later ?

Early Coast Artillery, they used the Flak Artillery insignia from WW1 period. The only difference really is the missing flames at the top from WW2 period Coastal Arty insignia. They look original to the boards.
