Lot numbers

Hello, some help needed on a early ET M-40 which I think might be a Navy helmet. The lot number is low 211. All the books I have say nothing about lot numbers and branch of service issued to, if that was ever possible. I have read other threads but nothing really definitive. Thanks for any info. DB

very important , lotnrs and branches are unrelated.
The thing that defines a branch is decal and paint color.
